BOUNTY HUNTERS NEEDED FOR INNER CITY THIEVES

.....no cost or penalty or jail time for smash and grab thieves...consequently they have the lowest cost business.....consequently it will continue unless there is reason for them to stop.....I suggest bounty hunters hired by associated business owners in the neighborhoods to stop the thieves.....think about it...it's either they go out of business or the store owners go out of business....
